UAE Launches World's First AI-Powered Regulatory Intelligence Office

Dubai, UAE - In a groundbreaking move toward smart governance, the UAE Cabinet has approved the creation of the world's first AI-powered Regulatory Intelligence Office, setting a new global standard for legislative innovation and agile governance.

The initiative, announced by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the UAE and Ruler of Dubai, will establish an integrated regulatory intelligence ecosystem designed to monitor the impact of laws on the economy and society in real-time.

"This new legislative system, powered by artificial intelligence, will change how we create laws, making the process faster and more precise," Sheikh Mohammed stated on social media platform X. The system ensures the UAE's legislative framework remains globally competitive while tailored to the nation's development path.

Revolutionary Legislative Process

The AI-powered ecosystem is expected to accelerate the legislative process by up to 70%, dramatically reducing the time required for research, drafting, evaluation, and enactment of laws. The technology will autonomously detect outdated or conflicting regulations across more than 100 federal and local laws.

The new office will be positioned within the Cabinet's General Secretariat and will build a unified legislative map linking all federal and local laws with judicial rulings, executive procedures, and public services. This integration creates a dynamic legal framework responsive to real-world data.

Advanced AI Implementation

The technology behind this initiative includes natural language processing and large language models for legal text generation, predictive modeling for regulatory risk assessment, and a centralized AI engine for compliance monitoring. The AI models have reportedly been trained on more than 100,000 legal texts.

The system provides real-time impact analysis across over 20 sectors and enables 24/7 autonomous decision-making for regulatory updates, resulting in approximately a 50 percent reduction in manual tasks.

A key feature of the new ecosystem is its connection to global policy research centers, allowing UAE leadership to benchmark its legislation against international standards and adopt proven models. This global perspective ensures the UAE remains at the forefront of legal innovation while maintaining alignment with international best practices.

Broader Government Initiatives

The Cabinet meeting also approved several other significant initiatives, including:

  • Restructuring of the Emirates Council for Balanced Development, chaired by H.H. Sheikh Theyab bin Mohamed bin Zayed Al Nahyan
  • Launch of the Global Alliance for Energy Efficiency
  • Ratification of 12 international agreements and approval to negotiate 32 others
  • Reviews of the national tax system, sports strategy, autism policy, and the Sheikh Zayed Housing Programme

Building on Existing Legal Tech

The new initiative builds on the UAE's existing investments in AI-driven legal systems. The Ministry of Justice has already implemented several AI tools, including the Virtual Legal Advisor, family law bots, and 'Aisha,' the ministry's first virtual employee operating with generative AI to assist court users.

With this latest innovation, the UAE solidifies its position among the top 10 countries globally for digital governance and continues its $10 billion+ digital transformation journey.

As the first country in the Middle East to implement such an advanced regulatory intelligence system, the UAE is demonstrating its commitment to creating a more efficient, transparent, and responsive governance framework for its citizens and businesses.
